Only Admins and "owners and collaborators" of goals and those with "can edit" permission on the plans can convert the goals to other types. This is available for all subscription tiers.
It is now possible to convert your actions into projects or your measures into actions, and so on with just a few clicks. If you've added an action that you later feel must be an objective, then all you need to do is just click the three dots beside it, and click Convert.
You can also do this from the sidebar, goal hub and focus area pages - just click the three dots next to the title, and click Convert.
In the Convert <entity> window, you can choose what type of entity you wish this to be converted as and click Confirm.
On confirmation, the goal or entity will be converted to the chosen entity type. In this case, the action will be converted to a nested objective under the parent objective.
Except for owners, collaborators, due dates, update schedule, no other fields (custom fields, updates, comments, risks, relationships) will be retained on conversion.
Few points to note:

You should either be the owner or collaborator of the goal or someone with edit permissions on the plan to convert a goal.

If you're trying to convert a measure, project or action into an objective, then it'll be converted as a nested objective under the parent objective.

You can convert an objective into a project, action or measure only.

The goal you wish to convert should not have any progress made on it. If there is a progress, then the option to convert will appear disabled.

If the goal has progress, then it should be made 0 for convert option to be enabled for that goal.

You cannot convert an objective with success criteria to another type. Remove the success criteria to convert the objective.

Also, you cannot convert a project with actions under it to another type. Remove the nested actions to convert the parent project.

If you've custom fields populated, updates or comments, types, risks or relationships, these will not be carried over during conversion. Even if you convert the entity back to its original type, these will not be available.
